Although this example might seem a bit artificial, it has a fairly common attribute. The data you want is available, but it's in a format that's incompatible with the application that needs it. You'd think, at first, that the right way to address this difficulty is to ask for the data in the format you need it. And perhaps you'd be right.
But the people who "own" the data rarely want to accommodate your needs. Typically, you're lucky to get the data at all.
